Community Catalyst is a national not-for-profit consumer advocacy organization working to build a health justice movement. Community Catalyst’s mission is to organize and sustain a powerful movement to ensure that individuals and communities, especially those who are most vulnerable or marginalized, can influence the local, state and national decisions that affect their health. Community Catalyst has helped organize and currently supports a growing network of consumer and community groups in more than 40 states that are advocating for – and winning – health policy and system reforms that benefit consumers. We mobilize these partners and provide policy, communications organizing and advocacy expertise through our “System of Advocacy” model so that advocates are equipped with proven strategies, real-time information and the necessary tools to succeed. Community Catalyst’s approach is deeply collaborative, with an emphasis on listening, sharing information and resources and facilitating cross-organizational and cross-sector learning.  We also work in collaboration with national organizations and stakeholders to advance policies that support our mission and provide strategic guidance and support for state and local efforts. We accomplish our goals though our 501(c)(3) and through the Community Catalyst Action Fund, our (c)(4).


Community Catalyst is based in Boston, MA with additional offices in Pittsburgh, Atlanta, Washington DC, St. Louis, Lansing, MI, and New York City. There is a strong preference for this position to work out of the Boston or Washington, DC office. 

Job Summary

Community Catalyst (CC) and the Community Catalyst Action Fund (CCAF) seek a dynamic individual to strengthen and lead our campaign efforts. Community Catalyst runs and provides technical assistance and coaching wherever there is an opportunity to make policy and systemic change – at the federal, state or local levels. This individual would develop, lead and help to implement campaigns focused on the federal level on behalf of the organization. At the same time they would, provide support, training and technical assistance to state and local organizations to build expertise to engage and launch campaigns in their communities and to support federal priorities with a strong focus on grassroots organizing, coalition and partnerships, and civic engagement strategies. We are not looking for a lobbyist. The ideal candidate will be a highly motivated, creative problem solver, team oriented individual with experience developing and leading grassroots legislative and/or political campaigns and training.

The Campaign Manager/Director is a critical part of the CC team and will:

  • Have primary responsibility for day-to-day oversight and management of  CC federal campaigns;
  • Provide leadership and guidance for state campaigns run under CC’s program initiatives;
  • Develop long- and short-term campaign strategy—including legislative, field, digital, and communication components—to achieve organizational goals of advancing health justice and increasing  political and organizing power, in partnership with the Director of Strategic Policy, Director of Communications and Associate Director of External Affairs (the AD of Ext. Affairs manages relationships with policymakers and stakeholders) and other senior staff;
  •  Lead and develop CCAF’s civic engagement strategies such as voter and candidate education and;
  • Strengthen the grassroots organizing and campaign skills of CC and its network of state and local organizations in order to build a more influential health justice movement;
  • This position will be both externally and internally focused, working with allied organizations and donors as well as working with staff to enhance their own skills and the technical assistance they provide to state and community partners. 

Reports To

  • Reports to the Director of Strategic Policy;
  • The Campaign Manager/Director oversees internal teams related to campaign efforts;
  • This position has no direct supervisory responsibilities but does require cross-organizational mentoring and horizontal management.


  • Works with Director of Strategic Policy and senior management team to develop long-term strategic campaign plans for the organization;
  • Responsible for surfacing campaign ideas from all departments and fostering collaboration across all program departments to support the vision and direction of the organization;
  • Leads the creation and execution of organizing strategies that promote/defend quality, affordable health care for all, including defending and/or improving the Affordable Care Act, Medicaid, CHIP, Medicare, and other critical health and health care programs;
  • Manages federal advocacy campaigns and civic engagement initiatives in close coordination with relevant senior staff and the Associate Director of External Affairs;
  • Represents CC and/or CCAF with national organizations and on national coalitions on health and other relevant social justice issues;
  • Develops tailored materials (such as alerts, talking points, organizing tools and materials) for state and local organizations to use;
  • Serves as a member of CC’s team of technical assistance providers – providing direct training and technical assistance to state/local partners;
  • Works with CC program staff to strengthen the grassroots organizing and campaign capacity of state and community-based partner organizations with the twin goals of building power at the state level to win state level policy and administrative campaigns and to improve the accountability of federal representatives;
  • Assists state advocates in developing and implementing state-level civic engagement plans using strategies appropriate to both 501c(3) and 501c(4) organizations and utilizing both the policy-making (legislative) cycle, electoral cycle and systems change as opportunities to build organizational strength and promote health justice;
  • Serves as the lead member of the CCAF (501c(4)) staff team and help design, implement and fundraise for the organization’s c4 and c3 civic engagement related activities;
  • Works with the Director of Strategic Policy and the Assoc. Director of External Affairs to identify tactics tailored to different political environments and circumstances, identifying peaks and opportunities to elevate the consumer voice and CC;
  • Perform other duties as necessary to achieve the goals of the department


  • Commitment to social justice and experience in social change activism such as: legislative advocacy or political/policy issue campaigns; community organizing; working with coalitions and stakeholders; and/or implementing communications strategies;
  • Advocacy or campaign (candidate focused, legislative/policy advocacy, grassroots organizing) leadership experience with demonstrated leadership skills in creating and carrying out campaign activities;
  • Strong team player with the ability to build and work in cross functional teams and collaborate with others;
  • Proven success with and commitment to working with diverse groups of people (i.e., across race, social and economic status, ethnicity, sexual orientation, gender identity and expression, age, physical and mental ability, and immigration status);
  • Strong organizational and planning skills including program planning, goal setting and evaluation;
  • Familiarity with use of social media and online tools in an advocacy context – including setting up relevant metrics;
  • Familiarity with state and federal (or related) policy process; 
  • Proven capacity in identifying and understanding the needs and perspectives of policymakers and stakeholders from across the political spectrum and translating  these insights to further grassroots organizing efforts;
  • Highly developed communication skills with proven ability to communicate with colleagues, partners, stakeholders, and others openly, directly, and respectfully with the goal of building stronger working relationships;
  • Ability to anticipate strategic opportunities and/or challenges and develop proactive responses;
  • Strong written and oral communication skills with proven ability to “make the case” in writing and in presentations to funders and stakeholders about the role and value of CC and the various campaigns underway
  • Well organized and able to manage multiple priorities with poise and patience;
  • Experience building strong, “well-oiled” teams that work toward a common purpose with enthusiasm, creativity, and shared commitment;
  • Travel, night and weekend work required and at times on short notice.
