Astor Services for Children & Families seeks a strong and compassionate leader who shares our values and outcome-based approach to providing children’s behavioral health services, child welfare services, and early childhood development programs. Astor serves children and their families in New York State’s Mid-Hudson Valley region and the Bronx.

The Organization
Astor Services for Children & Families is celebrating 65 years of providing premier quality education and behavioral health services supporting thousands of children each year through its early intervention, Head Start school readiness, special education, community behavioral health clinics and residential treatment programs. Since 1974, Astor’s partial hospitalization residential treatment program has been JCHCO-certified, attesting to the organization’s commitment to excellence.

Founded in 1953, Astor Services for Children & Families (Astor) began as the Astor Home for Boys, and later, the Astor Home for Children. Astor was established to create children’s residential treatment programs that would reduce the need for psychiatric hospitalization of children. Its first home, now the agency’s administrative offices and its school and residential treatment center, was located in Rhinebeck, NY, on property donated by Vincent Astor to the Catholic Charities Alliance. Catholic Charities Alliance sponsors Astor, and their values are deeply rooted in the Catholic faith and their service delivery reaches all faiths. Astor serves over 10,000 children in the region from Dutchess County, through the Hudson Valley, and into the Bronx, NY. Astor continues to grow in response to the evolving needs of our communities, and is now much more than a residential Home for Children. Astor’s services are available through Astor’s Child Guidance Clinics, Astor Counseling Centers, Astor Early Childhood Programs, Day Treatment Programs, Home-based Crisis Intervention, school-based services, and preventive services.

Our clinical and medical staff includes a team of psychologists, social workers, psychiatrists, teachers, nurses, and direct care counselors. Astor is committed to providing high quality treatment and child development services for youngsters and their families in the least restrictive setting and at the earliest possible point of intervention. We respond to the needs identified in the communities where our services are located, and deliver in partnership with other service providers such as public schools, County governments, day care providers, and foster care agencies.

Astor’s current budget is $63M and we employ 850 staff members. Astor receives funding from the New York State Departments of Mental Health and Office of Children and Family Services; County contracts; private pay insurance companies; foundation grants; and individual donors. Astor is comprised of two corporations: Astor Services for Children & Families, and The Children’s Foundation of Astor. Catholic Charities is the sole corporate member of Astor Services for Children & Families. Astor Services is the sole corporate member of The Children’s Foundation of Astor. Astor also has a Young Professionals advisory board. The CEO has an important leadership role in supporting these groups.

The Position

The CEO reports to the Board of Directors, and is responsible for the overall leadership within the agency, and advancing the agency’s mission and philosophy. S/he is responsible for the planning, development and management of the agency’s operations, programs and resources. The CEO is responsible for ensuring annual financial, clinical, and regulatory authority compliance, and fund development outcomes. The CEO leads an Executive Team of 15 staff.

Leadership Near-Term Priorities for the new CEO

Our near-term priorities for the CEO in the next 12 – 18 months include:

  • Become the face of Astor to staff and the community.
  • Develop a close working relationship with the board, committee chairs, and with our corporate member, the Catholic Charities Alliance.
  • Strengthen the agency’s financial situation and position the organization for future growth.
  • Establish goals and hold people and the organization accountable while strengthening the collaboration among the Executive Team.
  • Establish a work culture that values supportive teamwork, professional development, and work/life balance, and attract, retain, and motivate a diverse staff.
  • Uphold the agency’s mission in light of the multiple revenue streams that need to be managed.
  • Maintain quality of services during the transition.
  • Master the compliance and funding rules and regulations of the Counties, New York State, and federal regulatory funding agencies that impact our agency.
  • Maintain a close relationship with NYS Justice Center.
  • Assess the staffing model to ensure that the needs of the agency, our children and their families, and the staff are being met appropriately.
  • Analyze our current five-year strategic plan and provide recommendations to the board.

Key Responsibilities

External Relations

  • Lead Astor’s fundraising work with the entities that support these efforts.
  • Establish and maintain professional relationships with federal, state and local regulatory and contract agencies to assure an appropriate level of agency participation in relevant community groups, peer agency associations and coalitions.
  • Support the Foundation Board’s fund development efforts.
  • Seek out new relationships with the business community to develop new board member prospects, fund development opportunities, and cultivate advocates for Astor’s mission.

Fiscal Management

  • Work with the CFO to develop a proposed budget, detailing anticipated expenses and income for the coming year.
  • Provide monthly reports to the Finance Committee, and quarterly reports to the full Board, detailing actual performance compared to the approved budget.

Program Oversight

  • Work with compliance officer and the operations team to ensure the quality of programs.
  • Provide monthly report on key performance indicators (KPI).


  • Select, supervise and work collaboratively with senior management.
  • Assure that clinical privileges are extended only to qualified professionals licensed, certified, or registered to practice in the state of New York.
  • Assure the integrity and proper functioning of the agency’s financial and business operations.
  • Assure that the agency engages in ongoing risk management, assessment, and prevention activities.
  • Assure that each of the agency’s programs operates in accord with applicable law and regulation, and ensure that the agency maintains its accredited status with The Joint Commission.
  • Assure that the agency engages in continuous quality improvement activities.
  • Provide professional staff development, including training required by program regulations and/or contracts.


  • Attend meetings of the Board and its committees, and keep the Board informed.
  • Carry out all policies established by the Board of Directors.
  • Collaborate with the Board in the agency’s multi-year strategic planning process.
  • Represent Board interests at any program reviews by regulatory or accrediting groups.

  • Demonstrated success leading diverse teams, and the ability to navigate working with people along the socioeconomic spectrum.
  • Excellent inspirational leadership abilities and interpersonal skills, as well as compassion, approachability, and energy.
  • Strong and transparent communicator who will enhance the profile, visibility, and influence of Astor, and establish unity and cohesion among and within the Board and staff.
  • Proven record of embodying the Astor core values of respect, hope, quality, partnership and integrity.
  • Able to work with a diverse population and understanding of the nuances of an ever changing environment.
  • Gravitas, honesty, integrity, and ability to handle adversity with professionalism.
  • Understanding of risk management in an organization that runs a 24-hour facility and works with children.
  • Experience with, and commitment to identifying opportunities to integrate diversity, equity and inclusion principles into an organization’s work.
  • Understanding of the unique regulatory and political environments, and child welfare systems in the State of New York.
  • A successful network builder and coalition partner with experience partnering with organizations around advocacy and policy.
  • Experience fostering a trusted relationship and strong working partnership with a board as s/he builds a strong board.
  • Experience managing a successful change and transition within a large organization.
  • Interested in or experienced with the difference that technology can make.


Educational Requirements

Master’s level degree in public health, administration, business administration, or similar required. Salary will be competitive and commensurate with experience.
